Having a little problem...

I installed in my studio where there is a shower as well as a sink. If just the sink faucet is turned on, the water is nice and hot, but if the shower is turned on I get barely lukewarm water. Plumber said he thought perhaps the shower was pulling water through it heater at too fast a rate for it to get heated, so I have now purchased a low-flow shower head. Haven't changed it out yet so can't confirm that helps. (Thought I had figured out all this gallons per minute/rate of flow stuff.)
